HAWLEY ANNOUNCES BIG GAME HUNTING IN ORLEANS COUNTY
Assemblyman Steve Hawley (R,C,I-Batavia) is pleased to announce that bill A06521-A has been signed into law, allowing Orleans County to have a big game hunting season between November 18 and December 10. This also authorizes pistols, rifles, crossbows, longbows and shotguns to be used during this season and puts Orleans County on the same playing field as every other hunting county in New York.
“I am proud to announce that big game rifle hunting has once again been legalized in Orleans County,” Hawley said. “Hunting is such an important staple of our culture here in Western New York and my bill will include rifles, pistols, shotguns, crossbows and longbows in the group of authorized hunting equipment. Keeping our passion and traditions alive is immensely important for me and I will always stand by our right to hunt and protect the second amendment. TAPPAN ZEE BRIDGE PAGEANTRY
“With the expected opening of one span of the Tappan Zee Bridge this week, the questions revolving around how we’re paying for it echo even louder throughout New York. The bridge is a main artery from downstate into the city and Gov. Cuomo’s project is siphoning over $4 billion to it. From adding LED lighting to the bridge to calling in a special session to rename the bridge after his father, the governor is showing that the bridge is all politics and wasting money. We’re all in favor of improving our infrastructure but policy must be accompanied by fiscal responsibility.
“I’ve joined with my colleagues to call for a concrete financial plan for the bridge many times in the past but the governor’s office has yet to provide one. With the bridge being partially operational it’s past time for answers. If taxes are going to be raised on upstate residents who won’t even see the bridge or, tolls being drastically hiked after 2020, we don’t know, but something is definitely rotting under this bridge.”
“The Thruway Authority exists to serve the entirety of the state, not just New York City. If there is even a chance that tolls upstate will be funneled to support the project then we have to know about it. If that’s the case then Upstate New York should not have to pay the price for something the majority of its residents won’t even use. It’s sacrificing the wants and needs of the people in service to Gov. Cuomo’s grandstanding and political ambition.”

“Gov. Cuomo is proposing that New York state provide prisons $7 million so convicts can take college courses. I believe that there are more efficient ways to spend this amount of money. Our infrastructure throughout the state is in desperate need of attention along with many hardworking taxpayers who are struggling to provide college tuition for themselves and members of their family.
“Unfortunately, I feel that when the governor announces such misguided ideas and proposals that he is solely attempting to bring national media attention upon himself and to position himself for an upcoming presidential run. I call on the governor to relieve some of the burden that he placed on taxpayers to pay for his “free” tuition plan and use this proposed $7 million for education at SUNY schools for law-abiding citizens.

BUYING LOCAL, HAWLEY SUPPORTS INDEPENDENT RETAILER MONTH
With the advent of Independent Retailer Month, Assemblyman Steve Hawley (R,C,I-Batavia), who himself has been a small-business owner for over 40 years, is encouraging his neighbors to shop local this month. Following a press conference Wednesday requesting Gov. Cuomo to petition President Trump for federal assistance regarding the flooded conditions along Lake Ontario’s southern shore, Assemblyman Steve Hawley (R,C,I-Batavia) announced today that the governor has signed into law legislation, of which Hawley helped usher through the house, that will immediately provide about $45 million in funding to communities that have been destroyed by flooding and erosion.
“As you know, the lake level is still a major issue along the Lake Ontario shoreline,” the legislators wrote. “The devastation has created massive land erosion, and has destroyed residences and businesses. It is imperative that you request federal assistance immediately to ensure our constituents receive the help they deserve and desperately need.
Hawley hand delivered the letter at the signing of the Lake Ontario release bill to Gov. Cuomo on Thursday. The letter had signatures from seven assemblymen and four senators, many of whom were present at the signing of the bill. Hawley had called on Gov. Cuomo to petition President Trump to declare the area a federal disaster on Wednesday, which Gov. Cuomo announced he is moving forward with at Thursday’s bill signing. Hawley attended the event and spoke on the importance of soliciting federal aid to the shore. Gov. Cuomo followed suit by requesting an Expedited Major Disaster Declaration from the Federal Emergency Management Agency (FEMA) and has asked President Trump to appoint new leadership to the International Joint Commission (IJC).
“I am pleased that Gov. Cuomo has heard our call for help and has initiated the process to bring much needed federal relief funding to our area as well as signed legislation into law that is paramount to our community’s recovery,” Hawley said. “This is a trying time for all of us, and I will continue to stand arm in arm with the men, women and business owners of the southern shore who need our help now more than ever. I would like to thank my federal and state colleagues in both houses who have helped us through this tumultuous time, and I am confident, together, we can overcome this tragedy.”

“Albany’s dysfunction was on full display yesterday as legislators were called back to session for a 12-hour fiasco with many of us in the dark until very late as to what bills we were to vote on. As usual, the three-men-in-a-room backdoor deal circus was on full display, costing taxpayers tens of thousands in per diems and travel expenses.
“Although many issues like ethics reform, small-business relief, property and income tax reform were unfortunately not addressed this year, we did manage to pass sales tax extenders for Orleans and Genesee counties that will help mitigate rising property taxes and fund various county initiatives.
“We also made important changes that will allow us to streamline the grant process for homeowners and owners of secondary properties affected by flooding to obtain aid and relief. I am hopeful that the governor will sign this bill into law soon and help residents who are still struggling with Lake Ontario’s devastating flooding.
“While this session was far from perfect and rife with dysfunction and secrecy, we did provide a record amount of aid for our schools, provided funding to combat the growing heroin epidemic, passed the ‘New York Buy American Act’ to bolster manufacturing and construction jobs and brought ride-sharing services upstate.
“I look forward to a productive summer and fall visiting with constituents in our area and hearing feedback, questions and concerns as we look forward to the 2018 Session. HAWLEY ANNOUNCES PASSAGE OF BILL TO AID VOLUNTEER FIREFIGHTERS BATTLING CANCER

Assemblyman Steve Hawley (R,C,I-Batavia) is pleased to announce that a bill has passed the Assembly which would increase the disability benefits available to volunteer firefighters to cover cancer. Fire districts, departments or companies would be required to offer cancer disability benefit insurance programs to all volunteer firefighters who are eligible.
“Firefighters are important members of our society who protect us in so many ways,” said Hawley. “Often, firefighters are the first ones to arrive on scene, and they put their lives at risk every day to keep us safe from harm, whether it be from fires, car accidents or other tragedies. They protect our lives so it is only fair that we work to protect or improve their lives. This is why I have supported this bill to help give volunteer firefighters the benefits they deserve if they should suffer from such a terrible disease as cancer. They fight for us, so we must fight for them.”
HAWLEY PASSES BILL PROVIDING $90M GRANT PROGRAM FOR LAKE ONTARIO FLOOD VICTIMS, BUSINESSES & SCHOOL DISTRICTS
Assemblyman Steve Hawley (R,C,I-Batavia) announced late Monday evening that he has passed bi-partisan legislation in the Assembly that establishes a $90 million grant program through the Empire State Development Corporation (ESDC) to assist homeowners, school districts and businesses affected by Lake Ontario’s devastating flooding this spring. Most of the grants are designated for storm-related repairs and restoration to structures and equipment.
“This may be the most effective and comprehensive response to Lake Ontario’s devastating flooding we have created yet,” Hawley said. “This is a monumental victory for the thousands of homeowners, school districts and businesses that have been displaced or had their homes destroyed due to this catastrophe. I am proud to have worked across the aisle, and I applaud my regional colleagues on the other side of the aisle for helping usher this much needed legislation through the house.”
The grant program is constructed as follows:
- $25 million to support grants up to $30,000 for owners of multiple dwellings
- $100,000 grants eligible for small businesses, farms, homeowners associations and not-for-profits
- $15 million to provide grants up to $60,000 to homeowners affected by flooding
- $25 million to support counties, towns, villages and special districts that sustained flood released damage, including roads and drinking water systems
- $15 million in flood mitigation and flood control grants programs for counties
The bill now awaits signature by the governor to become law.

As the result of tens of millions in taxpayer dollars poured into stagnant and corrupt economic development programs in recent years, Assemblyman Steve Hawley (R,C,I-Batavia) is championing legislation that would provide greater accountability, transparency and safeguarding in how the state spends taxpayer money.
Following a press conference held by Assembly Minority Leader Brian M. Kolb (R,C,I,Ref-Canandaigua), Hawley and a host of his Assembly Republican colleagues are blasting the state’s unproductive and seemingly corrupt programs like START-UP NY and the illegal I Love NY signs and arguing that strict auditing, deadlines and oversight must accompany any further spending in these initiatives.

Assemblyman Steve Hawley (R,C,I-Batavia) today held a press conference with Sen. Patrick Gallivan (R-Elma) in Albany calling for an expansion of New York’s charitable gaming laws to include measures such as allowing for the use of credit and debit cards as payment for raffles and allowing advertising and sales online for raffles and games of chance.
“Momentum is at all-time high to reform these outdated and detrimental restrictions,” Hawley said. “These reforms would benefit thousands of not for profits and organizations like Kiwanis, Lions and Rotary Clubs, churches, fire departments and foundations for children like the Buffalo Sabres Foundation. LOWER TAXES, UPSTATE VALUES MATTER: HAWLEY RELEASES 2017 LEGISLATIVE SURVEY RESULTS
Assemblyman Steve Hawley (R,C,I-Batavia) today released the findings of his 2017 Legislative Survey that offered constituents an opportunity to answer questions and provide feedback on a host of state issues from ways to increase business activity to taxes and the DREAM Act.
“I am so pleased to have once again conducted a legislative survey to gain insight into the needs and concerns of our community and look forward to using that input to shape the legislation I introduce and my policy platform moving forward,” Hawley said. “Things like cutting taxes, improving our business climate, repealing the NY SAFE Act upstate and fighting against the DREAM Act are top priorities of my constituents and certainly mirror what I am fighting for in Albany.”
The results offer clear evidence that many western New York residents believe New York is headed in the wrong direction and that lowering taxes and ethics reform were the most important issues to constituents at 43.4 percent and 30.2 percent, respectively.
“As I have said for many years, New York’s leadership continues to funnel money and resources into downstate-centric initiatives which leaves upstate to fight for scraps, and that is unacceptable. I look forward to conducting a similar survey next year and am accessible year-round to meet with constituents or groups here in the district or in Albany to hear their concerns,” said Hawley.
Other highlights of the survey include 64.1 percent of respondents in favor of abolishing the wasteful START-UP NY program, 58.9 percent in favor of cutting red tape and unnecessary regulations for small businesses and 66.1 percent in support of the division of New York into two separate states.

This experience gave students an opportunity to learn valuable information about politics from a valued member of the State Assembly. Hawley enjoyed his time with the students and hopes that many of them will be inspired to take part in politics in the future.

Yesterday, Assemblyman Steve Hawley (R,C,I-Batavia) spoke at the New York Insurance Association’s (NYIA) annual conference in Buffalo. This year’s event featured legislators from the greater Buffalo area who serve on the Insurance Committee and work on insurance-related issues. Each legislator was given an opportunity to describe their legislative priorities for the rest of session and explain the important issues they think should be addressed involving property and casualty insurance. A question and answer session followed. This event was an informative experience which also gave valuable feedback to the legislators who attended.

AMIDST CUOMO’S SHARED SERVICES THREAT, HAWLEY INTRODUCES LEGISLATION TO BOLSTER LOCAL GOV’TS
Assemblyman Steve Hawley (R,C,I-Batavia) today announced that he has introduced legislation to revamp the Assistance and Incentives to Municipalities (AIM) formula, a large pool of state funding to help local governments undergo projects and conduct local operations of the government. Currently, about 90 percent of this funding goes to cities and Gov. Cuomo is requiring local governments to devise consolidations plans to receive the funding as part of this year’s budget.
“Unfunded mandates like Medicaid handed down by downstate politicians continue to strangle the budgets of our local governments and are the driving force behind high property taxes,” Hawley said. “This legislation would level the playing field for many small municipalities and help them receive their fair share of state funding. The AIM formula hasn’t been revised in a number of years and a more equitable formula would help our town, village and county governments reduce taxes and undergo projects like road and bridge repair. I am calling on Assembly leadership to bring this bill to the floor for a vote before be adjourn for the summer next month.”
HAWLEY ANNOUNCES IMPORTANT CHANGES TO CHARITABLE GAMING LAWS, INTRODUCES BILL TO FURTHER HELP LOCAL ORGANIZATIONS
In his ongoing fight to update the state’s charitable gaming laws which have prohibited events such as the Stafford Fire Department’s annual car raffle, Assemblyman Steve Hawley (R,C,I-Batavia) has introduced legislation to allow charitable organizations to accept credits cards as a form of payment for internet sales of games of chance.
Hawley was successful in working with Gov. Cuomo to update several facets of the state’s gaming laws in this year’s budget, including expanding the definition of an “authorized organization” to include volunteer ambulance workers and organizations that have been in existence for one year, allowing television and internet advertising of raffles and allowing personal checks to be acceptable payments for games of chance.
“While many of the state’s archaic gaming laws were updated in this year’s budget, there is still much more work to be done to protect the livelihood of our thousands of charitable organizations, churches, fire departments and non-profits across the state,” Hawley said. “This bill would allow these groups to accept credit cards as a form of payment for raffles, resulting in higher revenues raised for these great organizations and the ability for them to sell tickets outside of the region in which the raffle is taking place. I am hopeful that we can get this passed by the end of session and I look forward to working with my colleagues in the Assembly to make that a reality moving forward.”

HAWLEY ANNOUNCES HUNDREDS OF THOUSANDS IN STATE GRANTS COMING TO LOCAL LIBRARIES
Assemblyman Steve Hawley (R,C,I-Batavia) today proudly announced that two local libraries, the Haxton Memorial Library in Oakfield and Woodward Memorial Library in LeRoy, will be receiving state grants to install security cameras and renovate the Children’s Room respectively. Hawley fought vigorously during this year’s budget negotiations to restore proposed cuts to library aid made by Gov. Cuomo and secure $95.6 million in total aid, including a $5 million increase for capital projects.
“Libraries like these are a staple of our community and offer myriad services to local residents, such as free books and movie rentals, high-speed internet and research services,” Hawley said. “My colleagues and I worked diligently to fight Gov. HAWLEY HONORS NYS POLICE ON 100th ANNIVERSARY

On the heels of the New York State Police’s 100th Anniversary, Assemblyman Steve Hawley (R,C,I-Batavia) joined members of Troop A in Batavia to honor them with an official Assembly Proclamation. The birth of the New York State Police began when 232 men rode out of the New York State Fair on horseback and began patrolling, and the organization has grown to include more than 4,900 sworn state troopers.
“It was a pleasure and an honor to meet with the brave men and women who represent the New York State Police Troop A headquarters right in my hometown of Batavia,” Hawley said. “These are some of the most prestigious and highly-regarded law enforcement officials in our state and their record of public service and professionalism is unmatched. HAWLEY PASSES BILL TO RELEASE BILLIONS IN WATER INFRASTRUCTURE FUNDS IMMEDIATELY
In light of the devastated condition of much of the public water, wastewater and sewer filtration and delivery systems along the Lake Ontario Shoreline, Assemblyman Steve Hawley (R,C,I-Batavia) announced that he has passed legislation to make immediately available billions in funding that was secured as part of this year’s Clean Water Infrastructure Act of 2017.
As it stands currently, this funding will not be available until August 18, 2017 but this legislation would allow the Environmental Facilities Corporation (EFC) to provide temporary assistance not to exceed reasonable costs for infrastructure construction, replacement, repair and any requisite engineering costs. The bill will now go to Gov. Cuomo to sign into law.
“I realize that our towns and villages are in chaos right now and residents are using temporary or store-bought water supplies. We are continuing to do everything we can in the Legislature to secure funding to alleviate some of these struggles,” Hawley said. “The issues municipalities are having along the shoreline are exactly what the Clean Water Infrastructure Act was created to address, and I am hopeful that Gov. Cuomo will sign this bill into law immediately.”

HAWLEY ANNOUNCES $5 MILLION IN GRANTS AVAILABLE TO HELP SHORELINE SMALL BUSINESSES RECOVER
In light of the hundreds of small businesses that have been victims of flooding and coastal erosion along the Lake Ontario shoreline in recent weeks, Assemblyman Steve Hawley (R,C,I-Batavia) today announced that a $5 million grant fund has been established that gives businesses the opportunity to secure up to $20,000 each to repair and replace damaged property.
The funds can also be used to replace furniture, supplies, inventory and fixtures and applications will be made available. In addition, Hawley is encouraging affected residents to visit one of the New York State Mobile Command Centers that will be open this weekend.
“While thousands of residents have been affected by this terrible flooding and weather as of late, we mustn’t forget our local campground, marina and yacht club owners who will struggle to survive this summer,” Hawley said. “These businesses rely on tourism and traffic as their lifeblood during the warmer months, and helping them repair and recover is one of my top priorities. I look forward to helping business owners access these funds when applications become available and I encourage them to contact my office with questions and concerns.”

HAWLEY FIGHTING FOR TAX RELIEF BILL TO HELP LAKE ONTARIO FLOOD VICTIMS
In response to the massive property damage caused by flooding across the Lake Ontario shoreline, Assemblyman Steve Hawley (R,C,I-Batavia) will be sponsoring legislation in the Assembly that will allow municipalities to reevaluate and reduce a resident’s tax burden if their property was damaged due to erosion and/or flooding. Included in the bill as well are provisions to help local governments recoup lost property-tax revenue by subsidizing them with state funds.
“It has been commonplace that many areas of the shoreline have completely eroded many feet inland, swallowing entire homes and businesses,” Hawley said. “As tragic as this is, it is important that these residents’ tax liabilities reflect what they have left and that the state step up to provide the difference to our local governments. I will fervently push this legislation in the Assembly and I am hopeful that it can be passed by the end of session in late June.”

HAWLEY ANNOUNCES $10 MILLION FUND TO REPAIR WATER INFRASTRUCTURE, ROADS, FLOODWALLS ALONG LAKE ONTARIO SHORELINE
Assemblyman Steve Hawley (R,C,I-Batavia) today proudly announced that $10 million in state funds is now available to help residents and municipalities rebuild and repair after the devastation caused by widespread flooding along the Lake Ontario shoreline in recent weeks.
“What is pivotal to our affected communities is not only residents rebuilding their homes but empowering local governments to rebuild their infrastructure,” Hawley said. “We cannot function as a town, let alone a county, without functioning sewer systems, roads, culverts and reliable public water sources, and this funding will go a long way toward assisting our return to normalcy.”
Hawley, who was one of the first elected officials to spend an entire day touring the shoreline was also one of the first elected officials to call for an end to the International Joint Commission’s Plan, which many would argue is to blame for record-high water levels, as well as to call for a State of Emergency in affected counties along the shoreline.
“I am pleased to see the U.S. Army Corps of Engineers working diligently to mitigate further damage and I applaud the governor’s diligence to deploy over a million sandbags in our region and establish Emergency Response Mobile Command Centers and a Flood Assistance Hotline. But, unfortunately, we have a long road to recovery and we must remain vigilant to protect residents and businesses from further damage. As always, my office is available to assist residents in any way possible,” Hawley continued.

Assemblyman Steve Hawley (R,C,I-Batavia) Thursday joined Lt. Gov. Kathy Hochul in Kendall to tour flooded areas along the Lake Ontario shoreline. Hawley, who toured several devastated locations along the shoreline last Friday, recently announced that the U.S. Army Corps of Engineers will be deploying an Advanced Measure Program to collect data, identify threatened areas and provide a host of other initiatives to assist flood victims. Hawley also noted that he is continuing to work with the Gov.’s office and has asked President Trump, Rep. Chris Collins and Sen. Schumer to secure federal and state funds to help families rebuild after flooding subsides.

ARMY CORPS OF ENGINEERS DEPLOYS ADVANCED MEASURE PROGRAM TO ASSIST FLOOD VICTIMS
Assemblyman Steve Hawley (R,C,I-Batavia) proudly announced today that the U.S. Army Corps of Engineers will be implementing their Advanced Measures and Emergency Ops Flood Fighting programs immediately to assist flood victims along the Lake Ontario Shoreline.
“This is the news that homeowners and businesses have been waiting for,” Hawley said. “I applaud the governor’s work to bring assistance to the flooded areas and I am hopeful that the U.S. Army Corps of Engineers will be able to rapidly deploy services to mitigate further damage ahead of the rain forecasted for this weekend. I am still working with Gov. Cuomo’s office to secure federal and state funds to help us rebuild after the flooding has subsided.”
The program, which includes technical assistance and direct assistance, will consist of: data collection, identifying flood threats, mapping out flood evacuation plans, inspecting Flood Control Works, identifying flood threats to the area, providing emergency flood flight supplies to the area, emergency construction of protective measures, and a host of other initiatives to protect life and prevent urban damages and flooding of public facilities.
“I know this is a challenging time for our community, and my thoughts and prayers are with the flood victims and their family members,” Hawley said. “My office is always available to answer questions and help in any way that we can.”

Assemblyman Steve Hawley (R,C,I-Batavia) today released shocking footage of the devastation caused by the rising water levels of Lake Ontario, which runs along the northern part of his Assembly District. Hawley has repeatedly called for financial and humanitarian aid to be dispersed from the federal government to help the numerous residents and businesses who have been displaced due to the widespread flooding caused by rising water levels.
“As shown by this firsthand footage, the situation near the Lake Ontario shoreline has escalated and is far from stable,” Hawley said. “Residents and businesses are dealing with these dire conditions and many have had to evacuate as their homes have been swallowed by the flooding. I am once again calling on Gov. Cuomo to issue a state of emergency to provide resources and relief to the municipalities, residents and businesses struggling following this disaster.”
